Title:  Fisheries management strategy evaluation:
are we making good decisions?

Abstract:

Management strategy evaluation (MSE) was recognized as an efficient tool in managing fisheries resources. Biological reference point (BRP) and harvest control rule (HCR) are two of the essential components in the MSE. Choices of BRPs and HCR can greatly affect effectiveness of an MSE. In this talk, I present a “seven-control-area” method  defined by BRPs and HCR and illustrate this approach with two examples -- the American lobster fishery in the Gulf of Maine and the tuna fishery in the Indian Ocean. A size-based operating model and an age-based operating model were developed for the American lobster and tuna fisheries, respectively, to evaluate the effectiveness of various BRP and HCR combinations according to a set of performance measures defined to address management objectives. The uncertainties, represented by observation errors, implementation errors and process errors, were considered in the evaluation. The study provides a framework for fisheries managers to systematically evaluate alternative management strategies and make more transparent and more robust decisions.
