Developing a Network of Marine Protected Areas in California: A Case Study
of the North Central Coast Region

The State of California enacted the Marine Life Protection Act (MLPA) in
1999 to create a network of marine protected areas (MPAs) along the
California coast for improved ecosystem protection.  After two failed
attempts, the current designation and implementation process through the
MLPA Initiative divided the coast into five regions, among which the north
central coast region was the second to be implemented, occurring in
2007-2009.  The MLPA Initiative is a public-private partnership that
utilized a group of regional stakeholders, a science advisory board and a
guiding task force in an iterative, cross-interest, collaborative process to
plan the MPA network. In August 2009, the California Fish and Game
Commission adopted a network of 21 MPAs, three state marine recreational
management areas, and six special closures for bird and mammal colonies in
the north central coast region.  These MPAs went into effect on May 1, 2010
and protect 153 mi2 (20%) of state waters in the north central coast region,
including 86 mi2 (11%) in no-take marine reserves. The designation and
implementation process of this MPA network is discussed, and the key
elements for success are identified.  In addition, initial monitoring of
MPAs off of Point Reyes will be discussed.
