"Every year the tropical hurricane - a major source of natural
disasters - becomes a seasonal topic of fascination, awe, and
sometimes fear, as it reminds residents of the coastal zone of the
need for awareness of hurricane hazards. However, because a hurricane
occurrence at any one location is a rare event, public response to it
is more that of fascination than of fear, and uncertainty about the
 need for individual actions."
