Considerations Involved in Scaling-up Marine Protected Areas

in the Visayas, Philippines and the Caribbean

Abstract  Throughout the world there is a general consensus among
environmentalists that there should be an increase in the amount of marine
area that should be reserved in marine protected areas (MPAs).  In fact, the
1998 Philippines Fishery Code indicates a need for designation of at least
15% of municipal waters for fish refuges or sanctuaries.  The presentation
will analyze 2 data sets from the Visayas in the Philippines (total 81 MPAs)
and one data set from the Caribbean (31 MPAs) to explore the relationship
between factors involved in "scaling up" and a set of sociocultural,
demographic and project variables

 

Richard Pollnac has conducted research among coastal peoples in almost all
world regions, and is widely considered to be a leading expert on fishing
communities. He is well-known for his quantitative, multivariate approaches
to analyzing human-environment interactions. Prior to 2005 research and
consulting concerning fishery and coastal development projects was carried
out in East and West Africa, South and Central America, the Azores, the
Middle East, India, New England & Alaska, USA, and Southeast Asia. In 2005
he conducted an initial rapid assessment and set up a tsunami recovery
project monitoring and evaluation system in Ranong Province, Thailand.
Current projects include (2006-2008) fieldwork in Central America and the
Caribbean evaluating factors influencing success of marine protected areas.
(NSF funded, Co-PI); (2005-2008) preparation of fishery community profiles
and methods for social impact assessment for the Northeast Region (NOAA,
CMER funded, PI); (2007-2008) fieldwork concerning networking of marine
protected areas, Cebu, Philippines July-August, 2007. (Governance
Feasibility of marine ecosystem-based management: A comparative Analysis;
National Center for Ecological Analysis & Synthesis, Co-PI); and (2007-2008)
an examination of job satisfaction in capture fisheries, a world-wide
comparative study funded by the project for Ecosystems, Societies,
Consilience and the Precautionary Principle: Development of an assessment
method for societal cost for best fishing practices and efficient public
policies (European Commission).
