MAF Seminar Friday, February 26, 2010 10:30 amd - 11:30 am SLAB Conference Room Guest Speaker: Dr. larry Perruso Economist, NOAA/NMFS/SEFSC"Forecasting socioeconomic impacts associated with the establishment ofmarine protected areas: a modified Delphi technique"Marine protected areas (MPAs) are spatially oriented fishery managementstrategies designed to allow exploited species and/or impaired ecosystems to recover over time by excluding (partially or fully) fishing effort from fishing grounds and essential fish habitats, including reefs and spawning sites. Socioeconomic impacts to fishery stakeholders must be identified and measured using the best available scientific data and methods as part of the federal regulatory process when establishing MPAs in the Exclusive Economic Zone (EEZ) of theUnited States. This research presents a tractable methodology based on consensus among experts that forecasts the types and incidence of these impacts and is especially applicable when empirical data are lacking orpoor in spatial resolution. The methodology is applied to acontemporary regulatory problem resulting in semi-quantitative rankings of proposed sites associated with establishing a network of Type 2 MPAsin the South Atlantic EEZ of the United States.
