The Center for Independent Experts - University of Miami Rosenstiel School of Marine and Atmospheric Science  

GOAL:

To provide both independent and expert reviews of the science necessary for the management of marine fisheries resources that are under the purview of the National Oceanic and Atmospheric Administration (NOAA) Fisheries.

OBJECTIVES:

  • Management of natural resources depends on good science, and the Sustainable Fisheries Act of 1996 specifies that fishery conservation and management measures "shall be based upon the best scientific information available" (National Standard 2, 16 USC 1851 (a) (2))

  • NOAA Fisheries is the organization that provides the science necessary for the management of fisheries and other related resources

  • In order to enhance the capacity of NOAA Fisheries to provide the best science via peer reviews, the Center for Independent Experts, an independent agency at the University of Miami, provides independent peer reviews of NOAA Fisheries science

 

US Oceans Action Plan:
The Administration response to the US Ocean Commission, emphasizes the need for independent peer-review of NOAA Fisheries resources science:

"Establish Guidelines and Procedures for the Use of Science in Fisheries Management:


The Administration supports the use of peer-reviewed science in resource management decisions.  Therefore, consistent with the requirements of the Magnuson-Stevens Fishery Conservation and Management Act, the President directs NOAA to establish guidelines and procedures for the development and application of scientific advice for fisheries management decisions, in consultation with the Regional Fishery Management Councils, Interstate Fishery Commissions, stakeholders, and other agencies as appropriate.  Standard review procedures and guidelines will increase the efficient use of the best available scientific information for management considerations.”
