The position is located in St. Thomas, U.S. Virgin Islands but it is a territory-wide position with responsibilities for fisheries programs and staff in St. Croix District as well as the St. Thomas/St. John District.
This is a supervisory position involving professional, administrative, and scientific responsibilities in directing and exercising control over programs, projects and operations in relation to recreational and commercial fisheries conservation and management. This person determines staff and=budget needs, applies for and/or locates sources of funding, initiates whatever actions and proposals are necessary to carry out programs, and supervises and trains staff of the Bureau of Fisheries. She/he advises the Commissioner through the Director of the requirements for aquatic resource management.
A thorough knowledge of tropical ecosystems (knowledge of Caribbean/Virgin Islands ecosystems preferred) and the principles of natural resource management, particularly fisheries management, is required, along with the ability to produce scientific proposals and reports of a high standard. This person must have the ability to understand the laws and rules and regulations applicable to natural resource management on the federal and local level and be able to explain the scientific rationale behind their formulation.
The candidate for this position must be a certified scuba diver and know how to operate small boats (12=92 to 32=92) with outboard and diesel engines in offshore marine environments.

Minimum qualifications include a Ph.D. degree in Fisheries Biology, Fisheries Management, or closely related field and three (3) years working experience in fisheries programs;
or
A Masters degree in Biology, Environmental Sciences with extensive biological course work, or closely related field and six (6) years working experience working in a fisheries related position, three (3) of which may have been at the Fisheries Biologist III level or its equivalent.

DIRECTOR OF FISHERIES SCIENCE

The Director of Fisheries Science is a position within the National Fisheries Institute Government Relations Department. The Director, in consultation with NFI members, will provide NFI members with scientific support (fisheries biology, fisheries science, fisheries management) in various regulatory forums to further the goals and objectives of NFI members, consistent with sustainable use of fishery resources.

Duties and Responsibilities include:

  • Report to the NFI Vice President for Government Relations.
  • Provide staff support for the NFI Clam Committee and Scientific Monitoring Committee.
  • Participate in the fishery management process at the National Marine Fisheries Service, providing public comment on proposed fishery management regulations on behalf of NFI members.
  • Participate in the fishery management process at the Regional Fishery Management Councils, particularly in the Science and Statistical Committees, on the development of Fishery Management Plans.
  • Participate in the fishery management process at the 3 Fisheries Commission and at the state level as necessary.
  • Serve as a scientific liaison between regulators, academia, the conservation community, the sportfishing community, and NFI members.
  • Coordinate the development of scientifically-sound, alternative fishery management proposals to further industry goals and objectives.
  • To conduct scientific research, assessments, and reviews (including through grants and awards) to further industry goals and objectives.
  • To interact with industry, academia, and regulatory agencies in order to manage scientific projects upon which to base more rational management plans.
  • Individual will be responsible for securing sources of funding and academic partners for scientific projects.
  • Individualwill be responsible for organizing commercial fishing industry participation in scientific projects.

Qualifications: M.S. in fisheries biology, fisheries science or related field. 2-3 years experience in fisheries management. Working knowledge of processes and procedures at the NMFS, regional councils, Commissions, and state regulatory bodies. Working knowledge of public and private grant application procedures.
