Born in the Philippines and better known by his nickname, Nonong, he had been developing software packages for commercial and research institutions for over 24 years. He has over 20 years of experience working in the field of fisheries and ecological science, essentially translating scientific concepts to scientific software tools that can be used to validate the concept and publication. Notable of these is the publication of the FAO-ICLARM Fish Stock Assessment Tools (FISAT). His work took him to various countries as an IT specialist/consultant in fisheries science. He has lead teams to develop national information systems and in the continental USA, he has taken lead roles in the development of the Data Navigator for South Florida and similar decision support/GIS facilities for other areas in the country. His repertoire includes, among others, the development and publication of an education 3D game software (ReefRanger). Most recently, he was engaged by the Gulf of Mexico Coastal Ocean Observing System (GCOOS) Regional Association to design, develop and deploy of the data portal for the region. He is also engaged in the development of the data/communication portal to support the multi-organizational project, “Marine and Estuarine Goal Setting for South Florida (MARES)”, and the development of Enterprise Service Bus (ESB) facilities to support clinical research at the Miller School of Medicine, University Miami.
