Operational Description:
Ocean policy development and analysis of issues: fisheries and trade of fishery products; marine reserves and migratory species (including marine mammal) protection; development and management of aquaculture; pollution and waste trade; and the development and management of tourism. In each of these issues, the social-ecological interactions will be discussed and the role and impacts of policy instruments and organizations at local, national and international levels, will be examined and evaluated.

Requirements:

  1. Analysis and presentation of journal paper: 20%
  2. Mid-term exam:  30%
  3. Term paper (Final exam): Written 20%: Oral  10%
  4. Participation and attendance: 10%
Grading system: 91-100 = A; 86-90 = A-; 81-85 = B+; 76-80=B; 71-75 = B-;
66-70 = C+; 61-65 = C; < 60 = Fail

ANALYSIS OF JOURNAL PAPER:

  1. Devise an analytical framework.
  2. Discuss the issues using your framework.
  3. Include analysis of stakeholders, conflicts and policy targets, and information gaps.
  4. How would you have addressed the issue if you were to do the study yourself?
  5. Use the lectures and associated readings as benchmark references. YOU ARE STRONGLY ENCOURAGED TO SEARCH FOR RELEVANT JOURNAL ARTICLES AND WEB-BASED PAPERS THAT YOU CAN USE IN YOUR ANALYSIS.

TAKE-HOME MIDTERM EXAM:

The take-home exam is a second exercise in analysis of issues and relevant synthesis of information that you deem pertinent in answering a situational question. You can access any journal article or web-based material, including those already provided as readings. I usually give two questions, and you provide a three page answer (11 pt Arial font, 1 ½ line space, 1” margins all side). Pages for refs., tables, pictures are not counted in page limit.

TERM PAPER (FINAL EXAM):

  1. Substance:
    1. The term paper is a mechanism for exploring current pressing issues in ocean governance. It should aim to elucidate the nature of a chosen issue, identify the stakeholders and the sources of conflicts among them, highlight potential bases or mechanisms for minimizing conflicts; and assess the effectivity of current policy instruments.
    2. The chosen topic should include comparisons between North and South countries, preferably of those currently engaged in actual conflict over a resource. Alternatively, these could be North-North or South-South comparisons of ocean governance
    3. Both the scientific and human dimension aspects of ocean governance should be significantly discussed.
  2. Format (Written):
    1. Table of contents to reflect approved two-level outline
    2. Abstract (For class circulation)
    3. Double spaced, 12 pt font; First level heading in Bold; Second level heading Underlined; Paginated Upper Right Corner
    4. 15-20 pages text, excluding graphics, references, appendices
    5. Electronic and printed copy for submission
  3. 20 minute powerpoint presentation
