Short Biographical Sketches of Guest Lecturers


Alvaro Aldama

Instituto Mexicano de Tecnología del Agua, Mexico

Alvaro Aldama's research interests are computational fluid dynamics, problems of scale in fluid dynamics, including turbulence and flow and transport in heterogeneous porous media, free surface flow and flood hydrology. He got his Bachelor of Science in Civil Engineering degree from the National Autonomous University of Mexico in 1978, his Master of Engineering in Hydraulics from the National Autonomous University of Mexico in 1979, and his Doctor of Philosophy in Fluid Mechanics from the Massachusetts Institute of Technology in 1986. He has more than 20 years of experience in academia and industry. He currently holds the positions of Professor of the Graduate Division at the School of Engineering of the National Autonomous University of Mexico and Director General of the Mexican Institute of Water Technology (Instituto Mexicano de Tecnología del Agua, IMTA).

He has written over 100 publications, including papers in refereed journals, conference proceedings and three books. He has also edited five additional books. He is the editor-in-chief of the journal Hydraulic Engineering in Mexico, has served on the editorial board of the journal Advances in Water Resources, and is currently on the boards of the journal Engineering and of the book series Progress in Water Resources. He has received several prizes and awards, among which are the 1990 "Best Technical Note Award" granted by the American Society of Civil Engineers, the 1991 "Miguel A. Urquijo Prize" granted by the Mexican Society of Civil Engineers to the best research paper published that year, the 1994 "Nabor Carrillo Prize" granted by the Mexican Society of Civil Engineers to an outstanding career in research, and the 1998 "Enzo Levi Prize" granted by the Mexican Association of Hydraulics to an outstanding career in research and teaching. He is a member of the Mexican Academy of Sciences, President of the Mexican National Academy of Engineering and President of the Mexican Association of Hydraulics. He is an active member of the American Geophysical Union, the Society for Industrial and Applied Mathematics, the Mexican Society of Civil Engineers, and the International Water Resources Association.

Len Berry

Florida Center for Environmental Studies, USA

Dr. Berry is Director of the Florida Center for Environmental Studies, which represents the ten state universities and four major private universities in Florida. The center acts as a facilitator and coordinator of research and training related to the environment and as a locus for environmental information. Grounding its activities in the Florida sub-tropical environment, its mandate encompasses global tropical and sub-tropical environments especially the issues and problems of water dominated ecosystems.

Marilyn Crichlow

Water Resources Consultant, Trinidad

Ms. Marilyn Crichlow is a consultant on water resources and a tutor in Physics at the University of the West Indies. Ms. Crichlow formerly was with the Water Resources Agency (WRA) and the Water and Sewer Authority (WASA) of Trinidad and Tobago. Ms. Crichlow has a M.Phil. degree in Physics from the University of the West Indies.

Ms. Crichlow recently helped CATHALAC to formulate a vision on Water and the Environment for the Caribbean in 2025 and developed a framework of action to attain the vision. She devised action plans, projects and development strategies towards advancing sustainable management of the water resources in the Caribbean in consultation with CATHALAC and identified mechanisms to support water resources planning, policy making and management in the Caribbean region.

María Concepción Donoso

Water Center for the Humid Tropics of Latin America and the Caribbean - CATHALAC

Ms. María Donoso is Director of CATHALAC, the acronym for "Centro del Agua del Trópico Humedo para América Latina y el Caribe"or in English "Water Center for the Humid Tropics of Latin America and the Caribbean". The Center has been established in 1992 under an agreement between the Goverment of the Republic of  Panama and the United Nations Educational, scientific and Cultural Organization  (UNESCO).  With its  establishment, the center was to fulfill the existing  expectations in the area of  cooperative research and  coordination between the  countries in the humid tropics.

Carlos Fernández Jáuregui

UNESCO, Regional Office for Science and Technology in Latin America and the Caribbean

Carlos Fernández-Jáuregui graduated as a civil engineer (hydraulics and hydrology) from the Universidad Mayor de San Andrés - UMSA (La Paz, Bolivia) in 1975 and obtained his Dipl. Ing. (surface hydrology) at the Technische Universität - TU (Berlin, Germany) in 1979. He holds a Dr. Ing. degree (hydrology - water management) from TU-Berlin and a diploma from the American Institute of Hydrology (St. Paul, MN, USA). He is full Professor (hydrology) at TU-Berlin / UMSA-La Paz since 1985.

Since 1987, Mr Fernández-Jáuregui is the Regional Hydrologist and Programme Specialist in Water and Environmental Sciences at the UNESCO Montevideo Office in Uruguay. In this capacity he has been responsible for the preparation and design of regional projects and activities on hydrology and water resources as well as for related research and development projects in the Latin American and Caribbean (LAC) countries. He has played a key role in the development of UNESCO/IHP's Latin American and Caribbean Hydrological Cycle and Water Resources Activities Information System (LACHYCIS).

He has published numerous refereed articles on surface hydrology and water resources in many countries. He has been co-editor of several books on the subject. He is a Member of the Academia Nacional de Ciencias (Bolivia); American Institute of Hydrology (USA); International Water Resources Association, Member of the Board of Directors; CATHALAC Panama, Member of the Governing Board; Editorial Board of the Journal "Environment, Development and Sustainability" (The Netherlands); Revue des Sciences de l'Eau (France), Membre du Conseil Scientifique; Revista Ingeniería Hidráulica (México), Member of the Arbitration Committee; and the Selection Committee of the DAAD (Germany).

Paul Filmer

National Science Foundation – Directorate for Geosciences, USA

Paul Filmer is a Program Director reporting to the Assistant Director of the National Science Foundation for Geosciences (NSF/GEO). His experience at NSF includes managerial, budget and science policy/planning responsibilities for international global change research. Dr. Filmer received a B.Sc. degree with honors in Geophysics from Caltech in 1985 and a Ph.D. in Marine Geophysics from the Massachusetts Institute of Technology (MIT) in 1992.

Dr. Filmer’s current responsibilities within the Geosciences Directorate include the management of US Government relations with the following organizations: the Inter-American Institute for Global Change Research (IAI), an international treaty organization supporting research and education activities throughout the Americas; the European Network for Research in Global Change (ENRICH), an organization under the European Council to support research in Europe, Africa, and the Commonwealth of Independent States (CIS); and the Asia-Pacific Network (APN), which funds research in Asia, Australia, and the Pacific Island States. Dr. Filmer is also the Program Director for the GLOBE Program, a White House initiative to form partnerships between leading scientists and educators resulting in a scientifically rigorous data collection program carried out by school children in over 90 countries.

Dr. Filmer is interested in the development of a worldwide network of scientific research institutions which can contribute useful results and information to the political and economic sectors of our society, based on the concepts of scientific excellence, peer-review, and accountability.

Guy Le Moigne

Water Resources Management and Development Consultant

Guy Le Moigne is a Senior Water Resources Management and Development Consultant. He has over 40 years of experience in the field of water resources including managing, planning, designing, implementing and evaluating development programs and projects in 40 countries. His expertise is in integrated water resources management including formulation of national water policies and associated strategies, development of institutional set-ups to implement the proposed strategies, preparation of water master plans and feasibility studies for financing water development projects. He has participated in the design and supervision of construction of multipurpose dam projects, flood control projects, irrigation and drainage networks, and urban and rural water supply projects.

Dr. Le Moigne experience includes 22 years at the World Bank where he held positions from Irrigation Advisor to Water Resources Development Division Chief and to Senior Water Resources Advisor. In the latter position he was responsible for preparing the Bank “Water Resources Management Policy Paper” and “A Guide to the Formulation of Water Resources Strategy”. Upon leaving the World Bank in 1996, he was the first Executive Director of the World Water Council. In that capacity he organized with the Government of Morocco the First World Water Forum in Marrakech and launched the “Long Term Vision for Water Life and the Environment”. Prior to joining the World Bank he was the Technical Director of the “Jordan Valley and Tributaries Regional Corporation” (from 1966 to 1969) and Resident Engineer at the construction site of the Roseires Dam in the Sudan (from 1962 to 1965).

Dr. Le Moigne received a degree in Civil Engineering from the University of Paris, France, and has M.S. and Ph.D. degrees from Cornell University, USA.

Victor Pochat

Subsecretaría de Recursos Hídricos, Argentina

Victor Pochat is National Director for Water Policies, Coordination and Development of Argentina's Undersecretariat for Water Resources, the agency charged with the definition and application of the national water resources policy. He teaches water resources planning at Universidad del Litoral. Ing. Pochat was Undersecretary for Water Resources of Argentina between 1999 and 2001. Ing. Pochat is vice-president of the International Water Resources Association, a member of the Executive Committee of the Inter-American Water Resources Network and of the South American Technical Advisory Committee of the Global Water Partnership. Ing. Pochat chairs the Working Group on Governance of UNESCO's International Hydrological Programme.

Ing. Pochat received a degree in Civil Engineering from the University of Cuyo, Argentina, and an M.S. in Engineering from the University of California at Davis, USA. He has published several articles on management of the Plata basin and other topics.

Paulo Romano

Water Resources Consultant, Brazil

Paulo Romano was originally trained in Agronomy. His experience includes public administration, agricultural development, and water resources planning and management. Mr. Romano was Vice-Minister of Agriculture of Brazil for five years, and represented the State of Minas Gerais in the Brazilian Congress. He was the first Secretary of Water Resources in Brazil, and he was responsible for organizing the Secretariat and coordinating efforts to pass the Brazilian Water Resources Law. During that time, he also coordinated a stakeholder organization, the Citizenship Movement for Water. Mr. Romano is currently a consultant in water resources management and social mobilization.

Soroosh Sorooshian

University of Arizona, USA

Prof. Sorooshian’s primary research is in surface hydrology, with particular emphasis on precipitation runoff modeling and utilization of remote-sensing information in hydrology of arid/semi-arid regions, as well as water resources management issues.  His research activities are primarily funded by NASA, NSF, and NOAA.

Dr. Sorooshian is a member of several National Research Council (NRC) committees and is currently the Chair of the Academy's Global Energy and Water cycle EXperiment (GEWEX) panel.  He's also serving on various advisory panels in agencies at both the national and international levels. He has been an active member of several professional societies and has served in various capacities (former Head of the Department of Hydrology and Water Resources, University of Arizona; former Editor of Water Resources Research, published by the American Geophysical Union; former member of the Council of the American Meteorological Society; etc.). Dr. Sorooshian is currently the special editor for hydrology of the Bulletin of the American Meteorological Society (BAMS), and is the President-elect of the Hydrology Section of AGU.  Dr. Sorooshian is a Fellow of AAAS, AGU, AMS, and Fellow of the Udall Center for Public Policy during 1993-94.

Carlos Tucci

Universidade Federal do Rio Grande do Sul, Brazil

Dr. Carlos Tucci received a degree in Civil Engineering and an MSc at Federal University of Rio Grande do Sul (UFRGS), Brasil, and aPhD at Colorado State University in 1978. He has been a Professor at UFRGS since 1972, where he teaches Basic Hydrology, hydraulic and hydrology modelling. For four years he was head of the graduate program in water resources. Dr Tucci is a former president of the Brazilian Water Resources Association. He is vice-president of IAHS International Association of Hydrologic Siences and editor of the Brazilian Water Resources Journal. He also is Manager of Science and Tecnology Research Fund for Water Resoures. Dr. Tucci has published about 18 books/books chapters and aroun 200 papers about Hydrology, Urban Drainage and Hydraulic and Hydrological Modelling.
